Theortically yes + No: First of all, just take this into consideration, we're all human.
And we've been in different climates, different terrains for god, 2
thousand years+ atleast.
And each group of people, are are slowly adapting more and more to their enviroment. So in that way, you could say black people COULD have adapted more to using their leg muscles ( Adapted, the same reason why we're white, and they're black ) , ( or less if you believe the whole homosapien thing )
