No the risk isn't low
If you are touched by a Herpes sore, whether they have an active or not, and they are a carrier, then you can get it.
The others .... well your gums absorb quite well, and it would be exposed to your gums.... swallowing it doesn't necessarily increase the absorption.

Yes, you can get STD's through oral sex. Whether you swallow or not has little effect on the risk for most STD's. If you are worried about STD's, always use a condom, even for oral. Use a non-lubricated condom, some of those lubricants don't taste so great, and look into a flavored lube if you can't get past the taste of the latex.

You can still get some form of a STD swallowing or no because their could be a very small cut or break in your skin in your mouth that isn't noticeable and the virus could enter there.

Getting STD is not amatter of swallowing.
As soon as a mucous membrane that is infected comes in touch with a helathy mucous membrane, the infection gets transmitted.

You can still contract the disease even if you don't swallow or even if there is no ejaculation. The mouth is a very vascular area and even though there are a lot of bacteria there to help prevent infection, you are still at a high risk if you are having oral sex with someone who has a STD.

Yes! For goodness sake sweetheart - any sexual contact can transmit an STD. And oral sex is sex. There are bodily fluids to consider (from both sexes and men don't have to have a full orgasm to expel fluids), and some STD's can cause open sores and the like to transmit (think Herpes which can even be transmitted by kissing a person who is experiencing an outbreak).

You get the virus in your mouth from the secretions of the penis and the virus will enter your blood stream. It doesnt matter if you swallow or spit or dribble - its already entered your blood.
Its best to take a facial - given the choice.

Contrary to popular belief, oral sex is not a safe alternative to vaginal or anal sex. Chlamydia, human papillomavirus (HPV), gonorrhea, herpes, hepatitis (multiple strains), and other sexually transmitted diseases (STDs) — including HIV — can be transmitted through oral sex.[citation needed] Any kind of direct contact with body fluids of a person infected with HIV (the virus that causes AIDS) should be avoided. In 2005, a research study at the University of Malmö in Sweden suggested that performing unprotected oral sex on a person infected with HPV might increase the risk of oral cancer.[citation needed]
Furthermore, oral sex should be avoided when either partner has wounds or open sores on the genitals or mouth, or bleeding gums in the mouth, or has recently brushed, flossed, undergone dental work, or eaten crunchy foods such as potato chips, all of which can cause small scratches in the lining of the mouth. These wounds, even when they are microscopic, increase the chances of contracting STDs that can be transmitted orally under these conditions. Such contact can also lead to more mundane infections from common bacteria and viruses found in, around and secreted from the genital regions. Because of this, many medical professionals advise the use of condoms in the performance of fellatio (flavoured condoms are available for this purpose) and the use of plastic or latex sheets (dental dams or ordinary plastic wrap) for cunnilingus, although the latter has failed to achieve the same level of widespread use as condoms.
